A VanderCook College of Music graduate, he spent 30 years directing bands in Texas before formally retiring in 2014. Owens's music appears on state required lists and in educational texts nationwide, reflecting his reputation for writing that balances artistic substance with practical classroom demands. Recognized by the Texas Bandmasters Association with their Meritorious Achievement Award and honored as a Distinguished Alumnus by VanderCook, he maintains active memberships in ASCAP, TMEA, and Phi Beta Mu International.
