Jorge L. Vargas is a Mexican American composer and arranger whose work spans concert band, marching band, string orchestra, and mariachi ensemble. He holds degrees in Music Education from The University of Texas at San Antonio and in Education from Lamar University, and has taught at Memorial Junior High in Eagle Pass, Texas, where he directs both the concert band and mariachi program. His compositions have earned recognition on state and festival lists, appeared in Bandworld Magazine's Top 100, and been featured at the Midwest Clinic.

Vargas was born in Piedras Negras, Coahuila, Mexico, and brings cross-cultural influences to his writing. His work reflects his dual expertise as both a classroom educator and a professional composer, giving his pieces practical value for student musicians while maintaining musical integrity and audience appeal.
