A 1985 graduate of VanderCook College of Music, Owens has received commissions from South Plains College, the American Bandmasters Association, and Phi Beta Mu International, while maintaining active memberships in ASCAP, TMEA, and other professional organizations.

Owens' approach to young band writing prioritizes practical musicianship without sacrificing artistic impact. After 30 years as a Texas band director, he now resides in Fort Worth with his wife Georgia, channeling his enduring interests in American history and his passion for composition into works that challenge and inspire student musicians across the country.
