Since graduating from VanderCook College of Music in 1985, he has created over 300 works for young ensembles while spending three decades as a band director in Texas, giving him firsthand knowledge of what develops musicians and engages audiences.

Owens's prolific output has earned him recognition through ASCAP membership, commissions from major organizations including the American Bandmasters Association, and inclusion on required music lists across the country. His works are analyzed in educational texts and have become cornerstones of the developing band repertoire. Now based in Fort Worth with his wife Georgia, Owens continues to influence music education through compositions that marry musical substance with genuine teachability.
