Based in Fort Worth, Texas, he has created over 300 works for young ensembles since 1993, earning recognition from the American Bandmasters Association, ASCAP, and his alma mater VanderCook College of Music. His pieces appear on festival lists nationwide and serve as teaching tools in music education texts.

Owens approaches writing for developing musicians with clarity and purpose. His compositions balance accessibility with genuine musical substance, avoiding condescension while remaining firmly grounded in what young players can achieve. After 30 years directing bands in Texas schools, he now focuses full time on composition and conducting clinics throughout North America.
