Based in Fort Worth, Texas, he earned his degree from VanderCook College of Music and spent 30 years as a band director before stepping into full-time composition and clinician work. His catalog now exceeds 300 published titles, and his works consistently appear on festival and contest lists across North America.

Owens brings a composer's ear sharpened by direct contact with student musicians. He holds memberships in ASCAP, Phi Beta Mu, and the Texas Music Educators Association, and has received commissions from institutions including the American Bandmasters Association and Phi Beta Mu International.
