A trumpet performer who played with the Miami Philharmonic Orchestra and Miami Opera Company, he studied under Harry Glantz, James Ode, and Craig McHenry. His career spans performance, composition, and education, grounded in three degrees in music education.

With over 600 published works across concert band, orchestra, jazz ensemble, and marching band, Bullock has shaped music education curricula and mentored generations of musicians. He taught instrumental music for 20 years and served as assistant band director at Ithaca College's School of Music, where he also chaired the Music Education Department. His work reflects both artistic sophistication and deep understanding of what works in the rehearsal room.
