A Gary native and VanderCook College graduate, he worked as a high school band director in Texas for three decades before retiring in 2014, giving him an unmatched understanding of what actually works in rehearsal. His prolific output of over 300 titles reflects his commitment to practical, effective writing for developing musicians across concert band, string orchestra, and chamber settings.

Owens is recognized throughout North America as both a composer and clinician, with his works appearing on state required lists and in educational texts. His accolades include commissions from the American Bandmasters Association and South Plains College, membership in ASCAP and the Texas Bandmasters Association, and the distinction of Distinguished Alumnus from his college. Beyond music, his interests include presidential history and his passion for Chevrolet Corvettes.
